Hi. Does hula hooping help ur abs in ne way? Ie: will I be able to loose inches of my tummy and obliques?

Absolutely ! Any exercise is better than none ! So hoola definitely gets a thumbs up from me! It works the rectus abdominus as well as obliques !
Can I suggest - Try adding cardio - at least 20 mins 3 times a week if you want to see really good results!
For maximum benefit - crunches will work extremely well as well!
